What was the avantage of new modulated hq into the quantization type?
What is the reason why Koepi has abandoned it?

apparently it switched between the MPEG quant matrix and the H.263 quant matrix, so you could have "the best of both worlds". this was against mpeg4 spec, i think that was why it was dropped by the xvid team, mainly cause of interoperability problems as well.

It is not MPEG4-compliant. The specs don't allow changing quantizer-matrix or (quantization type) within a stream. It's been discussed here some time ago, have a search if you want to learn more.
