Low Size Problem

Sorry I know there are thousands of threads like this here but I really dont have Time to read them for now.

I set the size for my movie to ~1300000 but it won't come out over 900Mb.
Its a sharp and denoised source.
I also used some other settings but it won't get bigger.
I don't think that I made a mistake.
Default two-pass settings.
Sometimes video fits for what have set it and sometimes not.
I got this problem since RC1.
Could this be a XviD bug that only I "own"?
Video gets bigger if I deactivate B-Vops but only for a few Mbs.
Pleaze help a dumb like me.

Take the time to read those threads, as you're now requesting _our_ time to write that stuff down _again_. What can assure me you'd read my answer if you don't have the time for in-depth explanations and solutions?
