contact nic error with quenc - here on one frame chapter?

Well,
the error is "could not open codex - contact NIC - and then error on rebuild, the problem seem related to entries in ecl and inf file(under)

Intel 3Ghz, 2Gb Memory, XPsp1
Both: Quenc0.51
Later vesions - now 0.53

I get error with quenc... and no m2v file on chapters that look like this (in this case 1 frame?:
