I was just browsing through and just read this

January 2004 - Dark Times
As of 1st January 2004 distribution of MPEG-4 Systems binaries is subject to the MPEG-4 patent pool and this is sad news for many of us: MP4Tool from ENST will no longer be released, nor tools encouraging people to dive into MPEG-4. So please READ AND BUG people at MPEG-LA to force them review the MPEG-4 Systems licensing terms (more to come soon on GPAC...).
Information about the MP4 Licence is not available in this forum. I was just wondering about this means. Does it mean that royalties have to be paid before distributing tools which work with MP4? Is it for the container or the coded?
