letterboxing, getting specific

With letterboxing, I have the idea that it "paints" black bars on the left/right or top/bottom. To my knowledge this isn't the same as crop/add borders.

my question is however,
if I use letterbox to "paint" black bars over the top and bottom of my picture (for example to remove fuzz from VHS tapes),
is that technically resizing the picture?

the reason I DON'T want to resize the 720x480 capture, is that it will mess up the interlaced material.

Doing a crop and then add borders replaces your original video with black, so it's the same as what you call "painting". There is no difference between removing 10 lines of your video at the top and then adding 10 black lines versus just "painting" 10 lines of black over the uncropped video.

Neither method would qualify as resizing and your interlacing would not be disturbed.
