Question about combining non-uniform mpeg-2 material

I have two movies, encoded at a very low biterate so that I can put them on the same DVD, but one is 16:9 and one is 4:3...

Is there a program that will let me author a DVD like this?

I'm pretty sure it can be done because I've seen professionally authored DVDs where the resolution changes between parts etc.

btw, ANY authoring program that supports multiple VTS' can put different aspect ratios on the same disc.
