Repeat Operation Every X Frames

I want to repeat a certain series of operation in a video clip every few seconds (I want to delete a few frames every few seconds and insert a blank clip in their place.

Is there an easy way of doing this?

I've used SelectRangeEvery to grab cyclic ranges but can't think how to actually do something repeatedly leaving the rest of the video stream untouched.

Is it possible to use ApplyRange inside a for/next loop?
