My problem is - mostly DVD -> TO VHS ..

I have extracted with vobedit 2 files m2v and ac3
from DVD (i found ac3 is only options - as that dvd was mastered with ac3 only) - and i want to edit them ( in vegas4/5 and then re render to program stream and store it on VHS tape - i will use my sony dvr camera ( like from computer -> CameraTape -> From camera to -> VHS )

but how i can get ac3., and m2v files back to wav and avi or mpg
that i can edit in vegas or what ever other video editor what can support export to camera

m2v is already an MPEG-2 file. It is only the video part. You need to get a program that will mux the m2v video and the ac3 audio into one MPEG-2 file. There will be no quality loss since you are only muxing them, and not re-encoding it. The MPEG Tools section of TMPGEnc can mux m2v and ac3 to MPEG2.

I would try to avoid converting the MPEG-2 into DV format, mainly due to colorspace issues. Remember that DV is limited to 4:1:1. Also since you are re-encoding, the quality will suffer.

You could get an MPEG-2 output card for your computer, such as the Sigma Designs Hollywood card and output the MPEG-2 to the VCR that way. If your GOPs are closed in your m2v file you can edit your MPEG2 per frame and cut frames using a MPEG cutter program so you don't have to re-encode.

If you can't get the MPEG-2 card, then use a good DV codec like MainConcept or Canopus, they seem to give better results than the default Microsoft Codec.

You might want to search the forums for the terms: output to VHS, to see if can find some more suggestions or help.

That worked very well with TMPGEnc by muxing them into one
mpeg2 proram stream!

Glad you got it working. Your Vegas program should now be able to open it.
