After importing your footage Interpret the footage by highlighting on the footage in the bin and hit CTRL+F. In the "Fields and Pulldown" section turn off the Separate fields. then hit CTRL+N for a new Composition and make sure your frame rate is 23.976. Drag the footage into the timeline and turn on the Frame Blending and Motion Blur and select which tracks you want to apply the effect to by highlighting it and hit F3 that will bring up the effect controls, right click on it and select "Magic Bullet" - Click on the Auto Setup button, make sure the Do Deinterlace tab is clicked and Deartifacting to 4:1:1 and it's ready to render the project as 24p. In addition you may want to add ReelSmart Motion Blur to simulate camera blur, which in my opionion does an incredible job.
From there you can select which effects you want...hope this helps anyone who's interested.

Thanks I am gonna try it! But I thought you said deinterlacing is a bad idea? Now you say to do it?

sorry for the confusion...dont deinterlace footage if it was shot on video with the shutter speed other than 1/60 (NTSC)...30i to 24p works best if the shutter speed was 1/60 (NTSC) or 1/50 (PAL)...in order for magic bullet to successfully work...you have to check deinterlace

Heh...you're confusing me even more. I got this footage on DV format downloaded right to my computer. Should I deinterlace or not (ie: check that box in After Effects)?

Also the video on my DVD player looked fine if someone was moving up and down but looked really choppy if they moved left to right.
Also in composition settings, you didn't say if I should change the width and height to 720 x 480. It's pre set to 320 x 240
