I want to be able to upload sample clips for ppl here to help me out with my video issues here and there.

What are your recommendations for free websites that will let you host files? Say... up to perhaps 10mb?

I know that it isn't anything near 10 MB, but for pictures I would recommend ImageShack (http://www.imageshack.us/) (limit 750 kB).
