merging mpeg's

I want to merge two mpeg's. Unfortunately, TMPGenc won't join them, apparently because, although they are both mpeg-2's, they are not encoded in the same way. Any suggestions, other than re-encoding both parts? (one is much longer than the other, so I'd rather not re-encode both)

Use DV Tool:

It's better joining with this as with TMPGEnc because some guys are reporting asynchron Files.
