how do you take ntsc captures and convert it to pal?

is it as simple as just changing the framerate/resolution from 29.97fps to 25fps (and to the corresponding pal res, of course)? i'm working with ntsc dv-avi's...

If you are going from DV to DV, then use a NLE software program like Ulead.

Simply open your DV file in the timeline, then save it out as a PAL DV.

Another option is to do the conversion via AviSynth. Search the "AviSynth Usage" forum for "NTSC PAL conversion", and you'll find many hints.
