I got a:
m2v file - image
ac3 file - áudio
srt file - subtitles
Is there a direct way to do a vcd from that three files?

You have the components of DVD video, none of which are valid for VCD. You will have to convert everything.
m2v will have to be converted to MPEG-1 video at a constant bit rate of 1.115 Mbps
ac3 will have to be converted to MPEG-1 layer II audio at a constant bit rate of 224 Kbps
Subtitles in any format are not valid for VCD. You will either have to live without them or find a way to make them part of the video image so that they are always "on", like subtitles on a VHS tape.
http://www.dvdrhelp.com has some guides on making VCDs and converting various things.

its 1150 kbps not 1115... (small mistake but essential ;) )
subtitles can be added by frameserving through e.g. avisynth or VDubMod with a subtitle filter.. then encode e.g. in TMPGEnc
