is there any linux distros out there with decss xvid and ogg and a program for making backups? as its a real pain in the butt trying to make my linux system backup movies.

What exactly do you mean by that?
If it's binary packages you are looking for it's easy to get them for most of the major distros
For example, here is a site with unofficial multimedia related packages for debian:

Specifically about XviD, there should be legal issues concerning it's distribution, that's why I don't think it will ever make it's way into an official distro, I believe there are similar problems with DeCSS too!

Gentoo contains DeCSS and Xvid packages.
Just a guess but they are probably able to do so because emerge downloads the source and builds it.

I will be making a list with Distributions and their support for Multimedia, but will need some information as to different distributions and their support.

If your distro has a PLF depository, add the PLF to your sources list and you're set. I use Mandrake 10, and I did the following:
# add PLF and CONTRIB rpms to urpmi database - includes nano, transcode, etc.
urpmi.addmedia plf ftp://plf.time4t.net/pub/plf/mandrake/10.0 with hdlist.cz
urpmi.addmedia contrib ftp://ftp.esat.net/pub/linux/mandrake/devel/10.0/contrib/i586
with ../../i586/Mandrake/base/hdlist2.cz

I can then just type "urpmi libdvdcss" and it gets downloaded and installed. It can also be done through the Mandrake Control Center "Add software" section. PLF also includes transcode and Video-DVDrip as rpm packages so there no need to compile anything from source :)
