VCD Images

I have been given a VCD Image with file extension .BIN

Does anyone know what I should use to either burn it straight to cd or what to use to convert it for Nero to burn?

Unless you have a really really old version of Nero, it should be able to burn a BIN image. Version 5 and above can do this. I don't know about older versions. Simply select Burn Image or something like that as an option under the GUI's left most button at top.
