besweet is great for this, im not sure if im right here hopefully someone will correct me if im not...

"BeSweet.exe" -core( -input "name.ac3" -output "name.wav" -2ch ) -azid( -s stereo -c normal -g 0.95 -L -3db ) -ssrc( --rate 44100 )

you could also checkout the audio cd making abilities of foobar2000 which are pretty good, but its ac3 decoder is lower quality then besweets and it has less great options.

edit: forgot the downsample

Why need use normal dynamic compression? Can know how compression method use AC3 encoder (light, normal, heavy or none)? How this make hardware decoder? Or need make some decode with all compression method and test own ear?
With kind regards yup.

BESWEET.exe" -core( -input "song07.ac3" -output "song07.WAV" -2ch ) -azid( -s stereo --maximize ) -ssrc( --rate 44100 --twopass --dither 3 )
