Is it possible to:

1. Extract all of the frames in a standard still format such as JPEG, TIFF or PNG?

2. If so to 1., after editing these frame images with a still image editor such as Photoshop (editing would include resizing), is it possible to integrate them back into a new MPEG?

3. If so to 1. & 2., what is the cheapest software to extract and integrate frames in a standard still format? I am not interested in other features.

1. VirtualDubMod... ;)

2. Only by re-encoding then !!!

3. Extract: Read 1. / Integrate: Via AviSynth n' any free MPEG encoder... :p

Thank you. I hope that I won't be overwhelmed by features I won't use. Can you please recommend "any free MPEG encoder?"

Im not doing much MPEG 1/2 encoding... :p

But when I do MPEG 1/2 encoding, I use TMPGEnc (not free) !!!

The link I gave you was to the full software page. Unfortunately it takes you to the top of that page rather than to the MPEG-1/2 Encoder section. Page down to that section.
