I think ffdshow can decode Dv throught livdv, but I don't know for the encoding part, which I think is what you're looking for. Maybe ffvfw? (just guessin)

I tried ffdshow with vdub using dv format for encoding (ffvfw option). Vdub crashed when I tried to save!!!
Some one can help me?

Unfortunately I can't help you, but I can tell you about my experience with libdv:
I activated libdv in ffdshow, and I got unacceptable stuttering in certain areas of the captured video (towards the ending). Another quirk was that the 16:9 display correction seemed to apply twice, so that the video looked vertically squished - black bars being too large.
As a consequence I deactivated libdv and everything was fine again. I don't know if this was a side effect with some other software, or if libdv is simply buggy.
