Whenever an authoring tool such as TMPGEnc DVD Author or ULead Movie Factory accepts a .mpg that is bigger than 1 GB, doesn't it have to demux the file, split the streams into smaller pieces, and then remux the appropriate streams to produce the smaller .VOB files? I've read posts where someone has said one of the advantages of TMPGEnc DVD Author is that it doesn't do any multiplexing, but I think they meant that it doesn't do any encoding, right? Doesn't it have to do some sort of multiplexing to create the .VOB's?

Yes, all the programs that accept .mpg files have to remux them, regardless of the size. I suppose the idea was that TMPGEnc DVD Author does not require you to perform demultiplexing yourself, while all professional-level applications like Scenarist do.
