It seems so as I can't decode RR clips with XVID nor with FFdshow... Am I wrong?

but decoding should work, iirc it worked with Xvid RC1,...
I think it would be best to just remove reduced resolution from the encoder. If you created your reduced resolution clip with XviD then it may be broken http://list.xvid.org/pipermail/xvid-devel/2004-May/004213.html . It is fine to keep it for decoding IMO. I just dislike having something in that isn't useful (except maybe streaming) that people are just going to use non standard files. Anyway that would be my vote for what to do with RR.
XviD is the only generic MPEG4 decoder (I think there's some specific other decoders that also can) that can decode RRV. Also, if you've used it outside of its own profile (which is ARTS), you've been creating invalid MPEG4 files, which can very well not be decodable by XviD itself. Not to mention that RRV is pretty useless and that you should just avoid it.
