I did a search, but the only phrases I can think of give me thousands of replies.
I'm thinking of getting a DVD reader primarily because I want to stick a backed up DVD in it and back it up to my DVD+R simultaneously, thus bypassing the copy to the HD step.
Is this possible using a program like DVD Decryptor?

well Nero certainly has the option DVD to DVD copy. honestly, i've never tried it though... it should work as long as the original DVD isn't encrypted. i'm not sure how reliable though...
but i'm just wondering: why would you want to do that? isn't one backup copy of your original enough? - just to remind you: redistributing your backups is illegal!

PS: dvddecrypter can't do it.

I have Nero, but haven't used it because ImgTool and DVD Decryptor works so well.
DVD Decryptor allows me to set an input and an output when selecting the copy ISO menu. It seems logical that I could set the input as the backed up DVD disc in the DVD reader and set the output as the blank DVD disc in the DVD burner. Too bad it doesn't. The program is so simple to use.

No, don't try it. It might work but it might also burn your dvd-r disk even if u have burnproof enabled.
A minor problem in the original that can't be circumvented by the reader, will halt the writing process and thus render your dvd-r disk unusable.
