I used a DVD recorder/player to record a snippet from my TV. I was wondering how i can cut a sample from this DVD to an mpg or avi or something of the same quality as seen on the DVD. Ive tried TMPGEnc / Mpg tools but its interlaced and looks like ass. Is there anything else i can use?

If you capture from a tv signal then the result will be interlaced, no matter what program you use to demux it.

Anything I can do to deinterlace it and keep the quality?

Use DVD2AVI/MPEG2DEC3 (dg versions) together with Avisynth to serve the video to your transcoder of choice. Apply the KernelDeint() Avisynth filter (or other good quality deinterlacer). I'm sure this is well covered in the guides.
