merge vob id

I-ve got a DVD with 2 VOB IDs. It make my encoder Xmpeg to encode only the first VOB ID. How can i make the 2 VOB ID make only one ??

Open your VOBs in MenuEdit (even free version) and you'll be able to edit the V/C IDs. But be careful: in your second VOB ID, I suppose cell IDs restart from 1, so you'll have to edit them so that they are consequent with the cell originally belonging to VOB ID 1. I don't know your encoding program, but if it works with IFOs, you'll have to adjust them so that they correspond to the edited VOBs ;)
