I'm using Scenarist 2.7 at the moment, and I'd like to switch to 3.0.
Can ReAuthorist handle that one?

As a general rule, yes it can handle it... Scenarist 3 will import all 2.x scripts

HOWEVER.. many people have noted issues with 3.0 causing subs/scene locations to 'float' and not align properly.. more so for NTSC but PAL people have noted it as well

unless you have a SPECIFIC need for 3.0 (such as non-seamless angles that RA can't handle anyway) stick with 2.7

I'm having problems using Scenaid and Scenarist 2.70 where
subtitles are overlapping causing Scenarist to stop.

What I have been doing is decreasing the end time by 1 until the error
goes away. Seems to work, however, in one of my projects (X-Files), the first episode have no subtitles, but the other three does.

Someone in another thread said to upgrade to 3.0.
Will this cause any problem if I'm not using Reauthorist ?

No you could use 3.0 but the problem your having is caused by ScenAid and it's crappy sub support.. well not crappy but yet working correctly in .5

You could either use RA (if it's a PGC demux) or disable sub importing in ScenAid then import them directly from Scenarist

I can't get a preview using either the ATI 9700 or 9800. Is there a workaround? Has anybody else run into this problem and come up with a solution.
