Hi is it currently possible to use Quenc in DVD2SVCD, and if not, are there plans to integrate this great, _free_, mpeg1,2, ffmpeg frontend?
And what about making Roba compatible with it?

None that I presently know of , nor would it be possible with D2SRoBa which is specifically based around certain methods in CCE.
As DDogg said, RoBa is a technique specific to the way in which CCE works and will therefore never be compatible with Quenc or anything else.
As for using freeware, which is always nice, there's always the older versions of TMPGEnc. I think Beta 12a was the last free one.
If you really, really, really want to use Quenc, it can be done but you have to do a lot more of the legwork yourself, since DVD2SVCD can't be configured to pass on information such as average bitrate to QuEnc.
What you would have to do is set up a batch file to run QuEnc from the command line with the parameters you want. You would also have to run Pulldown for NTSC material. The batch file should be set up such that the final output file is named Encoded_Video_TMPGEnc_NTSC.mpv
or
Encoded_Video_TMPGEnc_PAL.mpv
Then you'd need to put the path of the batch file in the box in D2S for the TMPGEnc executable and edit the avisynth.ini to put the line
ConverttoYV12()
at the end of each script, then select No Color Conversion in the Advanced Settings dialogue in the Encoder tab of D2S and set the Rate Control Mode to 2-pass VBR.
For each encode you would then have to edit the batch file to give the correct QuEnc commandline for that particular encode. Running Quenc /? from a command prompt gives you the commandline switches available.
EDIT: I did post more specific instructions but hadn't really tested them thoroughly and have found some problems. If the sort of stuff we're talking here is within your capabilities, by all means do a bit of experimenting. If I get some free time I may also have another look. However, unless you're confident wrt troubleshooting and so on it may be better to stick to the supported encoders.
Nick, D2S is tinkering with it. Nic has a few more things to iron out, but I think the code is done in D2s to add QuEnc when D2S thinks it is the right time.
