Go to http://www.kvcd.org for more information. KVCD does some weird stuff with quantization matrices and GOPs that enables it to hold more video. People have sometimes reported problems with standalone DVD players playing such discs, although PCs should not have problems. Their claims of "DVD compatibility" should be taken with a very large grain of salt as KVCD sometimes uses resolutions that are not valid for DVD and DVD itself does not allow for GOPs larger than 18. KVCD often uses GOPs of 24 or more. Many of the cheaper DVD authoring solutions will not allow your GOPs to be above 15, although the actual limit according to the standards is 18. I would not recommend using KVCD if you think at some point in the future you want to make a valid DVD out of it, but if you are just trying to fit as much VCD/SVCD video as possible on a CD-R and don't care anything about DVD compatibility, you might want to try it out. I've heard mixed things from people who've done it. Some liked it and some thought the quality was crap and not worth the effort. Caveat emptor.

There are many Ways to do such things. But no matter what other people are saying: The resulting Quality is disgusting.
The use auf Half-D1-Resolution might help, and on 2.35:1-Movies, anamorphic Half-D1-Encoding kann give you an acceptable sharpness. But that's an illegal Format on DVD and SVCD / CVD.

Try it with MPEG2 at Half-D1
CQ-Mode
B- and P-Spoilage to 0
GOP-Size 15 (PAL) or 18 (NTSC)
KVCD-Notch-Matrix

But compared to a good SVCD, the quality will still be worst.

You can also try DRP SVCD 1.2

I uploaded a sample to my server.

Settings I used in QCCE 1.02:

min 300
max 1320
Q 6
QC 30 / 10
GOP 15
PFF
BSO zz
FR 25
AVAMAT 6
HalfD1

HalfD1_SVCD Sample 7.00 MB (http://rj-elektronik.de/avideo/samples/kb_drp_hd.mpv)

I used to do all of my svcds on one disk, but it was more because i was cheap than me being always happy with the quality. (although very often i WAS happy with 1 disk).. i was consistently happier doing as homerjay does, facar and d2sroba which basically has an option to tell you if your movie will look good on one disk or not
