I've got an MPEG-2 file I created with CCE. 3 Mbit average, 9 high, 0 low. When I open that in TMPGenc it says it is a 9.8 Mbit file. So, when I add in my 224-kbit AC3 file I get a "dvd is non-standard" warning because it thinks the bitrate is now above 9.8 mbit. What's going on here? Am I missing a setting in CCE somewhere? Thanks.

When you click "DVD compliant" in CCE it stamps the stream with the nominal video bitrate of 9800 kbps.
This isn't a problem for Scenarist/Maestro etc as they look at the actual bitrate but some lower-end apps just look at the stamped bitrate.
So long as you can ignore the warning it's a non-issue.

Oh, okay, thank you. Does it matter whether or not I hit "DVD Compliant"? Which will actually make it more compliant? :D

It won't hurt to turn it off. It just does that stamping and adjust some things if they don't appear to be DVD spec.
e.g. if you feed CCE a 352x480/576 video, which is half D1 and dvd spec compliant, it will stretch the output to 720 x 480/576 if dvd compliant is checked. Maybe it would do the same thing for an illegal GOP structure, I don't know.
But so long as you make your settings according to the guides then your output will be dvd compliant.
