about motion estimation order

When i do motion estimation, how to decide which plane to estimate firstly ? integral pixel plane? half pixel plane? quarter pixel plane?

depends on your core engine. you should know better than us :D

For a basic reason you should extimate integral pixel plane for first.
You can then use the same functions recursively to extimate HP and QP so you can have an incremental motion estimation precision.
That means you can use different "depths" of motion extimation and you could optimize it depending on what you want to compress and how much precision/speed you want for your encode...
