Is there a difference between Force Film and IVTC?

Or are they the same thing?

I used Gordian Knot to rip and demux my Hellsing DVDs,
but it didn't reach the threshold for Force Film. Would
it help at all use IVTC from here? Or should I set Field
Operations to none and just encode the video at 29.970 fps?

Whew. That tutorial is quite dense. I'll read it again
sometime today and hopefully will understand it better.
