If the movie is one continuous stream then really the movie should be on a 190min+ Digibeta tape. If you have the capability then I would place the video streams into your favourite NLE and output the streams onto a single tape which will give you one continuous timecode. Or request the movie on a single tape.
Bear in mind that the subtitling people will need a VHS with burnt-in timecodes.

Hope I have understood correctly

usually subtitling 'machines' can read code from vhs vitc, but as allready said burn-in the code as well. i would just make 3 vhs tapes from those 3 betacams and thats it...

You could be right smok3, but it sounds like to me that the movie is on three Digibetas. Meaning that somehow later it will be have to be joined. If this was the case there is no way you could send three VHS's all starting with 00:00:00:00. If they were intended as three separate pieces then it would be different.

Also, the time code from the vhs vitc would not be adequate. In order to sync the subtitles with the tape you would have to have the digibeta timecode, hence the burnt-in timecode. The subtitlers usually send a script file to import, while authoring, based on the timecodes from the original source
