Here is my Problem:
I have 2 mpv (Video) files, let`s call them part1.mpv and part2.mpv,
and 2 mpa (Audio) files, part1.mpa and part2.mpa.
The Question I have is, how do i join them to 1 mpv and 1 mpa file ?

Welcome to the forums.
One program that can merge .mpv files is TMPGEnc (http://www.pegasys-inc.com/en/product/tp.html). Go to File - MPEG Tools - Merge & Cut.
There are few sound editors that can handle .mpa files; very popular one is CoolEdit.
Now, if you're trying to make one big MPEG file out of your video/audio, and each of your .mpv/.mpa pairs has exactly the same length, you can do it all in TMPGEnc. First go to MPEG Tools - Simple Multiplexing, enter the first .mpv as video source and .mpa as audio source, and it will produce a .mpg file for you. Repeat this for each pair of files, then go to Merge & Cut to merge them together. If you wish, after that you can split audio and video apart in Simple De-multiplexing window.
