who thinks up these numbers anyway?

does anyone know if DIVX are planing to make their pay-per-view thingy MPEG-21 compatible and does anyone at all thinks of using that standard?

Can't answer the second, but the first question is easy. The mpeg "number" is just the steering committee number when the committee is formed to study an aspect of motion pictures. MPEG1 was the first steering committee, MPEG4 was the fourth steering committee, and MPEG21 was the 21st steering committee.

Not all steering committees results make it to the final cut, so their number just doesn't make it out. It sometimes simply gets taken over by another committee. You'll notice there is no MPEG3 floating around. MPEG3 is NOT MP3. MP3 is really MPEG1 layer 3 audio, which was really too damn long so it got shortened to MP3. :D
