My TV capture device, based around an All in Wonder Radeon, is buggy. The main problem is that it will start up recording sound at a normalisation level of about 20% (i.e. quietly), then a few hours into its operation, and for no obvious reason, the normalisation will suddenly jump to 100%, becoming five times louder. (By normalisation, I mean the maximum sound level on the actual recording, as a percentage of the maximum possible level.)

I think it's a firmware bug in my SoundBlaster Live 5.1; I never had this problem when I was using a SB Live 4.1. I keep meaning to downgrade, but never quite get round to it.

Anyway, I know how to fix it if the volume jump occurs during an advert break: I use TMPGEnc to split the file at the adverts, demultiplex, normalise both sound recordings (before and after the volume jump) to 75%, multiplex and join.

When the volume jump occurs during a programme that I want to keep, I need to be able to split the audio file at the exact point where the sound first jumps to 100%, either automatically, or manually (looking at the waveform). What GUI-based utility would you recommend I use for this?

Use dspguru's besplit tool with WBIAS (Front end ). [http://besplit.doom9.org] and normalize. But here I think you have to know the exact time of variation.

As you already said waveform providing editor, use Nero wave editor, soundforge, cooledit any thing as you like. Simplest Nero wav editor.
