Unfortunately I cannot find any power specifications for the NEC drive.
My gut feel is that 430 watts should be ample for 3 burners and 3 hard drives, assuming you don't have anything else in the system that's drawing an inordinate number of watts (peltier cooler, a dozen fans, cool-cathode lamps, stuff like that). After all, there are many systems running 2 HDs and 2 ROMs off a lowly little 250 watt supply, and they work fine.

Despite the fact that 8x burners use more powerful lasers, the lasers still use relatively little power; they're measured in milliwatts. I think it's the spinning that uses power.
I've used multiple drives concurrently spinning at higher than 8x (for reading) without any issues, and my PCs don't have 430 watt supplies. I still think you'll be okay, even with burning concurrently.
