are there any freeware dvd filters out there that can be used to replace commercial decoders like windvd/powerdvd? i know there have been efforts on the linux front but what about windows?

Media Player Classic (http://sourceforge.net/project/showfiles.php?group_id=82303&package_id=84358) should do what you need. has menu support, ac3, dts, downmixer, works with mpeg 4 also and is just an overall excelent player.

Or You can use videolan. This player works also in other OSs.

In the doom9 downloads, you can find some filters which seem to come from Fraunhofer and are called "FreeDVD"; but I heard rumours that they are indeed hacked PowerDVD 2 filters - well, who knows?!

It's truth. Just compare the CLSID's.
