Does the .dat file contain both the audio tracks with video?
and if it does, how can i extract both the tracks?

a vcd contains only 1 audio track, which has 2 channels (left & right)
usually, most people only want one, but you want 2; anyway, separate you audio & video with Tmpgenc (simple de-multiplex), and if you want to separate the left & right audio channels read this: http://forum.doom9.org/showthread.php?s=&threadid=45998&perpage=20&pagenumber=1

I don't think you understand the structure of karaoke discs. I think they're in SVCD formats where they include a still menu, and they have 2 audio tracks: 1 with vocal and 1 without vocal.

you may have mis-understand something, this thread and the other one, was about about separating the audio of an vcd not svcd
i could easily create an karaoke vcd with both singing and music, but it doesn't mean it contains 2 audio tracks (re-read)
