SEGMENT folder

I got a VCD that has a 16 DAT files on SEGMENT folder. What is the purpose of SEGMENT folder?

That's the place where Menus or Stills are saved.

Thanks. Now, I have another question. I have download a VCD that has all folders from a VCD, but if I burn this like a normal ISO no Nero, on my DVD player it says that is not a VCD compiant. How can I burn a VCD compatible?
