The Inquirer has a Report on it (http://www.theinquirer.net/?article=14524)

Here is a little summary
The next Nvidia Chip code name Nv4x will have Mpeg 1 / 2 / 4 encode decode as well as WMV 9 decode Acceleration..........

I wonder if this is just instruction set like the SSE where codec need to made small changes to take advantage of it or will it be done automatically.

If it is SSE like then RV10 has a chance too, otherwise they left Real in the cold :(

Ive said it before, Ill say it again ... that is utterly useless for something like encoding. Most problems just arent regular enough for present GPUs.

With the NV40, who knows.

I don't know, massivly parallel floating-point accurate DCT may be helpful. These new cards should have quite a powerful floating point processing unit.

Not that I'm saying these cards will do that, but it's one way to speed up encoding.
