at my location, ABC broadcasts (1280x720p) 16:9
for regular programming it seems to be in a "wide screen" format but not quite. There are still black bars on the sides.
so I know the aspect ratio is somewhere between 16:9 and 4:3
Does anyone know what that "actual" aspect ratio should be? so I can no exactly how much I should crop out?

should be 16:9 or 4:3
crop to the center picture. Now whatever is left after the crop no matter what aspect ratio it is you should scale it to 4:3 | 16:9

yeah, its 16:9
but the picture part is not 16:9, there are black bars on the left and right. but it is wider than a 4:3 picture.
So I'm trying to figure out the proper amount to crop.
I figure there should be some sort of standard.
I am just having trouble locating it.

whats the deal, crop the black lines and leave it as-is.
Since that particular piece looks like upscaled SD, do that YV12InterlacedReduceBy2() thing to make it usable and that's it.

I think you'll find that the correct aspect ratio is 14:9. The use of this aspect ratio is not uncommon in Australia and Britain. The material is originally 16:9 but it's then partially cropped and partially letterboxed to be more compatible with 4:3 displays.

I tried cropped the edges and it comes out to around 14.75:9

no you shouldn't do that because it looks like crap most
of the time. it depends on the data though of course.
A good example is FOX here in my area. they broadcast 4:3
stuff at 704 x 480p
the actual picture inside the 704 x 480 is 512 x 480 and thus
stretched vertically a lot. what they do is take the original
480i and then dupeblend new frames to get 480p. It looks much
nicer and much smoother. (59.94 FPS which i then selecteven on)
They left the full vertical detail but they do not scale
the horizontal to keep the original 4:3 because that would be
interpolating an blur the image even more.
So i have to scale and i always scale to 512 x 384 in this case
which to me is better than trying to go 640 x 480
The above is IMHO of course :)
Oh and to give you an idea of just how strecthed vertically,
Homer Simpson is actually skinny at 512 x 480 :D

then look at circles (like car tires) and try a 14:9 and a 16:9
and which ever one has perfectly ROUND tires and not ovals then that
is what you scale to
