mpegvideowizard is for SD mpeg2 and does not do anything with mpeg2 transport streams.
can someone post specific links to documents stating projectx supports OUTPUT of mpeg2 transport streams, since I cannot gather
that from google searches.

I'm using Project X to produce TS-Streams for my Dreambox SAT-Receiver with HDD. And i use it to convert the TS-Streams from the Box to MPEG. Works fine in both directions.

check this: http://www.lucike.info/projectx_docs/projectx_main.htm. ProjectX can demux and convert one supported format into another. I'm not sure if that is meant to create streams, but it's worth a shot. worst case you have to mux into another format, then convert to TS using ProjectX.

From a quick look at ProjectX source, it looks like TS output created by it is extremely hackish, ac3 oriented, and is very unlikely to be compliant with anything except shady DVB recorders.
I'm looking for something that can take MP@HL mpeg2 video, AC3 or AAC audio, and any other number of streams, and mux them together into a compliant transport stream.
ProjectX isn't it.
Unfortunately it looks like everything else costs $$$$$.

Sorry timecop but mpegwideowizard output transport stream.
In Export is selectable transport stream. I don't know how is good but there is this possibility.

I just downloaded Feb 2004 version of mpegwizard and loaded a mpeg file into it and clicked export.
All I see is export as mpeg1/2
Which "export" menu has transport stream option?

wideowizardbuild : built on 02/06/2004 (i downloaded this build, 01/03/2004, just today, but not sure of TS export in previus build)

VLC and VLS can both output MPEG-TS.
VLS is cli only.
VLC can also insert MPEG4 and AAC in TS.

Elecard has a product called XMuxer-Pro which does a pretty nice job of muxing audio/video files to a wide variety of formats but it's not free. There is a free demo available but you have to purchase the software for the full blown version.
Given that there's not a lot of muxing software around this is reasonably cheap and effective solution.

As far as free apps are concerned, the only thing that creates working Mpeg2-TS files is Avidemux2.

+1 for avidemux, I just joined several mpeg2-ts files into a single .ts file =)
But the author of avidemux himself recommends ProjectX before opening in avidemux ... probably because avidemux doesn't handle broken/holed streams very well :)
