I can't find how to set fps in realanime when to encoder avi->rm
where it is in the realanime?

It's forbidden. Max FPS is harcoded to 30. The codec will adapt if you encode in lower FPS, but you can't encode above 30FPS.

but sometime I want to adapt it for instance i want to set it to
25 fps as my video source is PAL(I live in china).and i want to set
it to lower than 25 such as 20,18 for some cartoon film.
How can I do it?

AVIsynth? Dropdupe? Or you can edit your job.dat :)

It seems dropdupe isn't the core filter of avisynth.
and I google it but unlikely many links and pages are written by
some language I can't understand it-not english.
could you simply explain it or tell where to download it?

You should use DropDupe (read RV9 sticky). It will drop frames instead of duplicating them.
