how to insert subtitle in vcd

i wanna ask something bout subtitle.
what software i should use to insert subtitle on mpeg-1 format (vcd)?

as far as i know, the only way to put subtitles on a vcd is to re-encode, then i would suggest tmpgenc; if you want to view it on your pc, install vobsub, and re-name your subtitle file to match you mpeg-1 file
