question about single pass and target bitrate

Since the tooltip sais:
Important: This is NOT the same as target average video bitrate or file size

I'm a bit confused, if it really is a constant/fixed bitrate and not an average bitrate, what are the CBR options for. At least to me they kind of seem to be only meaningful if it's a average datarate that's entered as target bitrate.

Could someone plz explain this?

I have no idea what this tooltip says.
BTW, it dosn't neccessary apply to single-pass, the person who wrote it could have two-pass in mind. Tooltip is the same for all settings.

I'll just remove this sentence.
