I currently capture alot of tv episodes into mpeg-1 video at 352x240 with 48khz audio. I do this to fit 8 1hour episodes onto one dvd-r. What I am trying to do is take my dvd episode discs from one season and transform them into vcd with 48khz audio to put onto dvd-r. This would save me a ton of manual work(cutting commercials, setup capture schedule and such). I also need the audio to be 128kb to keep the size uniform. What is the best way to accomplish this?
When I try this with dvd2svcd using dvd2vcd option. and not checking the 48 -> 44.1 checkbox, it gives me a file that is only 23.97fps. Which can't be used with dvdauthor, and also for some reason can't be used with pulldown.exe

You can get 128 Kbps audio by demuxing the AC3 audio and using BeSweet GUI to convert it to MPA (MPEG audio). Just use AC3 as input and set up BeSweet GUI to give you 128 Kbps output. It won't change the KHz unless you explicitly tell it to. You can download BeSweet GUI at Doom9.
I know nothing about DVDAuthor, but a lot of DVD authoring programs don't allow things that actually are OK. I've seen several programs that will barf if GOPs unless they are exactly 15 frames, even though DVD specs allow GOPs to be up to 18 frames in length. I have also heard of authoring programs that would not under any circumstances allow MPEG-1 video, although it also is OK according to the specs. Finally, I do want to point out that MPEG audio is technically invalid for NTSC unless there is also a PCM or AC3 audio track as well. A lot of authoring programs will let you do that, strangely enough, although that actually does violate the standards. MPEG audio is allowed as the only audio track only on PAL DVDs.

At least with my dvd set top players. My real question is how to get 29.97 instead of 23.97 when doing dvd2vcd? Or why I can't use pulldown on the resulting 23.97 vcd mpv file? Is it that pulldown does not work with mpeg-1?
