what is cartoon mode?

i dont know if someone has asked this question before, but what is cartoon mode in the latest builds and how does it work?:confused:

In short, cartoon enables some mechanism in the motion estimation which drops (instead of encoding them) more macroblocks. The result is a more stable, a little less detailed image. Exactly what you need for cartoon like futurama or simpsons.
