There's a lot of programs that can create a slideshow. There are two ways you can go about it: create a VCD slideshow on a regular CD-R, or a DVD slideshow if you have millions of pictures you need to fit on a single disc.

The simple VCD slideshow without any effects can be created in Nero right before burning onto CD-R. Create a new VideoCD project and drag your pictures (JPEG or BMP) into the compilation window, change a pause after each picture if required (5 sec. by default), then burn. In the Burn window there is also an option to create a menu with thumbnails.

If you want more sophisticated slideshow with transition effects, navigation, etc. there are some other programs you can use (I didn’t try all of them myself):

Ulead PictureShow
Ulead DVD Workshop
Sonic Scenarist
Sonic MyDVD
Adobe Encore

Search the forums and the web for "VCD slideshow" or "DVD slideshow", you'll find a lot of information.
