What Program For Authoring VCD > DVD

Whats a good program to author vcds files onto dvd, now i demux the mpg file, resample the audio, then what program ??
I've tryed scenarist but that wont import the video file, gives me some error message.I dont want something to complicated, just a program that i can make a compliant dvd with the m1v file and the new resampled audio, plus so i can make chapters.Making menus is optional.

Try DVDlab, it can import mpeg1 streams, resample audio and you can even make your own chapters and menu's easily.
You can also import a complete mpg file, DVDlab will de-multiplex it into a suitable video and audio stream.
But... it will not be DVD compliant, mpeg1 never is, not all DVD players will handle this kind of DVD's.
