I've noticed that playing back Matroska files with Gabest's Matroska filter (haven't tried the other one, but I hear it isn't as good) that reclock isn't able to read the framerate. Does anyone know of a workaround for this? It does fine with AVIs and OGMs but it can't seem to read the framerate from MKVs. Thanks.

Do you use the latest MatroskaSplitter 1.0.2.1 and latest ReClock ?
Everything works fine here with Reclock and Matroska and Zoomplayer.

Does anyone have any idea what causes reclock to be unable to read the framerate?

Well, I know that not all files will have a listed "framerate". In fact, no Matroska file really does, but many will have a default frame duration, which can be used to calculate framerate.
