Import of M1V failed

OK, i know mpeg1 vcd resolution is supported by the dvd standards.But i tryed to import a demux vcd mpg file into scenarist and i get this error ..

Error I:\AVSEQ01_01.m1v
Error : Number of pictures (112360) in GOP(# 1) or between sequence_header_code should be equal or smaller than 18.
Warning : Number of SequenceEndCode is 0.

Info 0 file(s) accepted, 1 file(s) rejected

Can anyone direct me to how i import these files...

don't use scenarist. It has very strict DVD guidelines. I tried to convert a VCD to DVD before, and i ended up reencoding the video.
