What is the best way to make a DVD from AVI. With the best possible sound, and the best picture?

This is dependent on HOW you encode it, and what the source is. It changes from AVi to AVI.
CCE is the best IMO, and make it as high of a bitrate as you can while still making it fit.
This is a very general question, I'd try the guides, and in the future post in the DVD authoring (not advanced) forum.

When it comes to encoding, nothing beats TMPGEnc Plus (2.521 is most current). Its very technical, and you have to read up extensively on how to use it, but when used to its fullest potential no other program gets as high visual quality at smaller filesizes, allowing for more video, nor does any other program allow the level of tweaking possible. I had an anime avi and the subtitles got cut off when played on a tv, so with tmpgenc i could "squish" the video in without changing the 720 x 480 resolution (video arrange method: Center (custom size) at 700 x 440), effectively creating black bars around my image that were cut off when played back on a tv, and the subtitles were high enough to be read. You can't do things like that with other programs that don't offer that level of customization. For me, the KDVD templates works best, as you can fit even more video at the same visual quality than the dvd templates that come with it. as for sound, tmpg works fine for me but most people aren't pleased with its quality, so you can do sound with something like besweet and mux the mp2 later.

can you tell me more about how to add those black things to the movie? because im tierd of my subtitels geting cut off thanks :)!
